Yesterday was the Department of Energy’s deadline for states to respond to a request for information on proposed Nuclear Lifecycle Innovation Campuses. Issued on January 28, the RFI marks the first step toward potentially establishing voluntary federal-state partnerships designed to build a coherent, end-to-end nuclear fuel cycle strategy for the country, including waste management, according to the DOE. TBT: The beginnings of nuclear in New England

Together, Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont compose New England. Today, those six states are home to only two operational nuclear power plants: the two-unit, 2,122-MWe Millstone in Connecticut and the single unit, 1,284-MWe Seabrook in New Hampshire. However, several more now-shutdown nuclear power plants have in the past called New England home. The region’s first—and the focus of today’s TBT—is Yankee Atomic Electric power plant. A brief history: Shippingport nuclear power plant in Pennsylvania marked a massive historical milestone in December 1957 when it became the first U.S. commercial power plant to enter operation. A few short years later, in July 1960, Illinois’s Dresden was the second plant to come on line. Twelve months later, the country’s third nuclear power plant—and New England’s first—opened. Yankee Atomic Electric power plant is known more commonly as Yankee Rowe, as it was sited near Rowe, Mass. A construction permit for the plant was issued in November 1957, and heavy construction began in April 1958. The project was completed considerably ahead of schedule and at 23 percent below the original high cost estimate. The Atomic Energy Commission hailed it as “the nuclear success story of 1961.” The 175-MWe Yankee Rowe powered Massachusetts for the next 30 years. In October 1991, with several years left on its operating license, it was voluntarily shut down by its owners due to concerns over embrittlement in the reactor’s pressure vessel. While this shutdown was not initially planned to be permanent, repairs were ultimately determined to be infeasible. In February 1992, it was announced that Yankee Rowe (then the oldest operable power reactor in the country) would stay shut down permanently.
