A big day for nuclear at the Pennsylvania Energy and Innovation Summit

The event was also attended by high-profile members of the Trump administration, including Environmental Protection Agency Administrator Lee Zeldin, Energy Secretary Chris Wright, Secretary of the Interior Doug Burgum, and the president himself.

Under the banner of the inaugural Pennsylvania Energy and Innovation Summit, a bevy of new, groundbreaking energy investments were announced; the breaking headline of the day was a total investment in the state of more than $90 billion and the creation of tens of thousands of jobs.

AI Focus

Farnam Jahanian, president of Carnegie Mellon University, kicked off the event by saying that the summit came "at a defining moment for our country and perhaps for all of humanity. We are in the midst of a sweeping technological transformation." He went on to say that AI could be "the most important intellectual development of our time, with profound impacts on every sector of our economy and broad implications for our labor market, workforce, and way of life."

To see this transition through, Jahanian reminded the audience that "we will not be able to win the AI race without tackling the critical issue of energy," before welcoming Sen. McCormick to the stage to officially begin the day of investment announcements.

Nuclear News

Despite sharing the spotlight with hydropower, solar, and natural gas, nuclear still enjoyed major announcements from Constellation Energy and Westinghouse Electric Company.

After highlighting the work that state leadership has done to facilitate the restart of the Crane Clean Energy Center, which is now slated for a 2027 return to service, Constellation CEO Joe Dominguez announced a $2.4 billion investment going toward a 340-MW uprate of Limerick nuclear power plant. Today, the plant's two units—both BWRs—are rated at just above 1150 MWe. The plan is projected to create 3,400 jobs.

President Trump announced Westinghouse's new commitment to build 10 new AP1000 reactors, which the company aim to have under construction by 2030. The move is estimated to create $75 billion in economic impact across the U.S., along with creating 15,000 new jobs.

Westinghouse hopes to achieve this ambitious goal partially through a new partnership with Google Cloud that was also announced during the summit. The collaboration hopes to use AI tools to increase efficiency in the construction of AP1000 reactors by creating a streamlined, repeatable process.

In his speech, Trump also touched on how his executive orders have made nuclear construction "very easy and very safe," the challenges of upgrading the aging grid, the potential for co-locating generating stations with data centers, and the expedition and reformation of permitting for nuclear and nonnuclear energy projects.

Before he turned it back over to Sen. McCormick, Trump concluded his talk by promising:

"A lot more is going to be announced in the coming weeks"

for the energy and AI sectors.

Nuclear manufacturing hub to create 200 jobs

It is one of the UK's largest supply chain hubs for the nuclear industry, providing infrastructure components for UK nuclear power stations including Hinkley Point C in Somerset and Sizewell C in Suffolk.

Boccard, the French company opening the new site, said it hoped to become "a driving force in the UK's nuclear renaissance".

Manufacturing Capabilities

The facility will manufacture components including pipework, supports, tanks and modular systems.

The development, unveiled by Stuart Crooks, chief executive of Hinkley Point C, and Rebecca Evans MS, Welsh government cabinet secretary for economy, energy and planning, follows the UK government's £17bn nuclear investment announced in its spending review.

Economic Impact

Boccard said the new hub would create more than 200 permanent jobs, develop local skills, and contribute to the UK's decarbonisation and net zero targets.

Bruno Boccard, the firm's chairman, said it was:

"a milestone in our century-long history and part of our broader European expansion. The UK government's historic support marks a turning point for the nuclear sector, shifting focus to building a world-class supply chain and attracting top talent."

Mr Crooks added the Deeside facility was "a prime example of the way nuclear is creating new industrial capacity in Britain", while Evans said it "clearly" signalled that "Wales is strategically placed to play a central role in the future nuclear supply chain".

Missouri looks to build nuclear plants for the first time in decades

COLUMBIA, Mo. — Hundreds of people gathered in Columbia on Thursday to discuss nuclear energy expansion in Missouri.

The Missouri Nuclear Summit convened lawmakers, business leaders and state and federal energy officials in the Missouri Theatre for discussions on how nuclear power plants could meet projected demand for energy.

"It's a priority of mine to make sure Missouri has ample power for the future, and we know nuclear technology can be a critical piece in meeting that goal," said Gov. Mike Kehoe to those assembled.

In the past few decades, utilities haven't built many nuclear power plants in Missouri or the rest of the country. That's mostly because of their high cost and concerns about the lack of a federal plan to store spent fuel.

But at the summit, panels focused on demand from energy-thirsty sectors like artificial intelligence and on Missouri's need to compete with other states to attract businesses. The National Governors Association, the Missouri Department of Natural Resources and the U.S. Department of Energy's Office of Nuclear Energy held the summit.

"Nuclear is really what comes to the forefront in terms of dispatchable power that doesn't have an associated carbon emission," said Kurt Schaefer, director of the Missouri Department of Natural Resources, speaking at the event. "And it really hasn't been in the discussion for a while, and so we were very glad to do that."

Current Nuclear Landscape in Missouri

Ameren President Mark Birk said the company plans to rely more heavily on nuclear in the future because as Ameren increasingly uses wind and solar power, it will need an energy source that can be quickly turned on when there isn't enough sun or breeze.

"When you look toward the future, and you look toward carbon-free energy, and more importantly, dispatchable energy, to help integrate the renewables, nuclear has got to be a key, key part of that," Birk said.

Ameren's Callaway reactor is Missouri's only nuclear power plant, generating 14% of the state's electricity. By 2045, the company expects nuclear energy to make up the largest share of its generation, about 40%.

Federal and State Support

There is also a federal push to build more nuclear energy. President Donald Trump signed an executive order in May that calls for 10 new nuclear reactors to be under construction by 2030. The Biden administration also implemented pro-nuclear policies.

In Missouri, a new law could make it easier to build nuclear plants. The law, known as SB4, allows electric companies to charge its customers for power plants as they are being built, known as construction work in progress. Birk said that will ultimately mean the plants cost less.

"Without construction work in process, you're putting it on a credit card, and you're paying at the end of the period when it gets operational," Birk said. "If you do have construction work in process, while customers pay as we go, their overall cost to build the plant is going to be lower."

Cost Concerns and Consumer Impact

But consumer advocates fought the law, saying construction work in progress for nuclear plants could cause household bills to go up by as much as $1,000 a year on average over the next 10 years. That's partly because nuclear plants are notoriously expensive to build.

After decades without constructing new nuclear plants in the U.S., two new projects recently went up in Georgia, but they took significantly longer and cost much more to build than was originally planned. A representative from the company that built the plants spoke at the Missouri summit and said she hopes to share the lessons learned from that "very storied adventure."

"We were the ones that carried the banner and got beat up all over the place for being over budget and delayed with the AP 1000, but somebody had to do it," said Lizzy Yates, director of communication for Southern Nuclear. "Somebody has to go first."

Yates and others said to bring costs down, the U.S. has to get back in the habit of building nuclear plants. Abroad, as countries build more, the cost and timeline to do so go down significantly. Many of the summit's speakers hope the same could soon happen in Missouri.

Trump hosts Bahrain crown prince after signing nuclear cooperation deal

WASHINGTON (TNND) — President Donald Trump greeted Bahrain's crown prince at the White House on Wednesday ahead of dinner with the Qatari prime minister in a pair of high-stakes meetings to discuss plans for a $17 billion investment and an effort to broker a truce in Gaza.

Trump met Bahrain's Salman bin Hamad Al Khalifa at the door of the West Wing after an agreement was signed between the U.S. and Bahrain to enter into a civilian-nuclear cooperation deal.

Nuclear Cooperation Agreement

The deal will open up negotiations on what is known as a "123 agreement." It will allow U.S. and American companies to invest in and construct nuclear energy projects in Bahrain.

Secretary of State Marco Rubio and Bahraini Foreign Minister Abdullatif bin Rashid Al Zayani signed the memorandum ahead of the meeting.

"The United States is prepared to be partner with any nation on Earth that wants to pursue a civil nuclear program that clearly is not geared towards weapons and or threatening the security of their neighbors," Rubio said.

$17 Billion Investment Deal

The crown prince also met with U.S. Trade Representative Jamieson Greer on Tuesday to sign an agreement to invest more than $17 billion in the U.S.

"We're very happy to be announcing $17 billion worth of deals that are coming to the United States — and this is real. These aren't fake deals," he said in the Oval Office.

A White House official told Reuters that part of the investment involves a deal between Gulf Air and Boeing/GE valued at around $7 billion for 12 aircraft with an option for six more. The sale of 40 GE engines will also be included.

The official added that the deal with Bahrain will support 30,000 American jobs and was secured with help from Commerce Secretary Howard Lutnick.

Middle East Investment Series

The deal follows Trump's Middle East trip in May, where he secured:

• A $600 billion deal with Saudi Arabia
• A $243.5 billion economic deal with Qatar, including Qatar's order of 210 Boeing jets valued at $96 billion
• A $1.4 trillion investment pledge from the United Arab Emirates

Gaza Ceasefire Discussions

In the evening, Qatari Prime Minister Mohammad bin Abdulrahman al-Thani had dinner with the president as Israeli and Hamas officials are in Doha, Qatar, to discuss a potential ceasefire.

UK's nuclear push may hand investors cushy deal

Brookfield's reported plan to take a 25% stake in the Sizewell C nuclear project would mark a big vote of confidence in Britain's atomic energy revival. But while it suggests that private capital could play a role in funding the country's energy security, taxpayers are likely to take much of the risk.

The Canadian giant is no stranger to infrastructure, but nuclear power comes with high upfront costs, delays and cost overruns. Sizewell C could cost up to 40 billion pounds ($54 billion) to build, the Financial Times says, up from the latest government estimate of 20 billion pounds.

Britain's track record is far from reassuring. Take Hinkley Point C, which was majority owned by EDF. Construction began in 2017 and was originally expected to be completed in 2025 and cost 18 billion pounds. It is now unlikely to be operational before 2030, with the overall cost revised to up to 35 billion pounds in 2015 prices. EDF had little protection against those delays as the chief backing it got from the government came from energy price commitments, which kick in when the plant is running.

New Financing Model

Bringing in private investors may therefore require a new approach. That's why the government passed legislation in 2022 so that the Sizewell C plant will be financed via a model seen in utilities like water companies or energy networks, dubbed the regulated asset base (RAB). That model fixes an allowed return to investors by passing on costs to consumers. Crucially, it allows a project to generate revenue from the moment construction begins, instead of only when it becomes operational.

The closest precedent is probably London's Thames Tideway Tunnel, which funded the construction of a new sewer. There, consumer bills are charged enough to cover a blended return to debt and equity investors, or weighted average cost of capital (WACC), of 2.5% over inflation while the project is under construction. Given the risks in nuclear, industry experts reckon a WACC of 4% above inflation is more likely, equivalent to a nominal rate of 6%. And, as with Thames Tideway, nuclear plants will likely require a commitment from the government for it to compensate investors if cost overruns exceed a certain threshold.

Costly Consequences

That's means the RAB model could easily end up becoming pretty expensive. The National Audit Office's modelling suggests that the WACC of a hypothetical nuclear project could rise to 9% if expenses were to come over budget by between 75% and 100%. As Hinkley Point showed, that's quite plausible.

UK Prime Minister Keir Starmer may not have much choice. The government says it needs new nuclear power stations to help its transition to net zero and ensure energy security threatened by Russia. And Chancellor Rachel Reeves will be loath to fund them all on balance sheet, given the country's fiscal state. Brookfield's interest shows that institutional investors may be able to step up. But while the financing looks "private", the real backstop is public.

Context News

• The UK government is closing in on a final deal to secure private investment into the Sizewell C nuclear power project. Framatome to supply nuclear fuel to UAE's Barakah plant

Framatome and the Emirates Nuclear Energy Company have signed an agreement for the supply of nuclear fuel assemblies and engineering services for the Barakah nuclear power plant in the United Arab Emirates.

Under the agreement, Framatome will supply complete nuclear fuel assemblies for use at the Barakah plant. The fuel assemblies will be fabricated at Framatome's manufacturing facility in Richland, Washington, USA. Framatome will also provide engineering support services from its US headquarters in Lynchburg, Virginia.

"We are proud to provide our advanced fuel to ENEC, ensuring security of the supply and meeting the UAE's clean energy goals," said Framatome CEO Grégoire Ponchon. "The contract recognises our state-of-the-art technologies and the reliability of our workforce to provide exceptional services to our customers."

Framatome noted it has "over 40 years extensive experience fabricating fuel for Combustion Engineering design reactors like Barakah and has supplied more than 6,000 fuel assemblies of that type".

ENEC Managing Director and CEO Mohamed Al Hammadi added: "Our agreement with Framatome advances our strategy to strengthen the security and reliability of our nuclear fuel supply chain. Diversification is key to ensuring that we continue to deliver safe, clean, and reliable electricity - powering the sustainable growth of the UAE's economy. Plant Background

Under a USD20 billion deal announced in December 2009, four Korean-designed APR1400 reactors have been built at the Barakah site by a consortium led by Korea Electric Power Cooperation (KEPCO). First concrete for Barakah 1 was poured in July 2012, while that for units 2-4 was poured in April 2013, September 2014 and July 2015, respectively. The units entered commercial operation between April 2021 and September 2024. The plant provides about 25% of the UAE's electricity needs.

Fuel assemblies are currently manufactured in South Korea by Kepco Nuclear Fuel - part of the prime contractor consortium led by KEPCO - and then shipped to the UAE.

"Today, ENEC continues to explore strategic opportunities that support the growth of the global civil nuclear sector, while ensuring the plant remains a cornerstone of the UAE's energy mix," the company said.

In January 2024, ENEC announced it had launched a tender for a domestic nuclear fuel assembly fabrication facility to produce fuel assemblies for the Barakah plant. It said the facility would be dedicated to the industrial fabrication of fuel assemblies from their various components.

Kazatomprom in Slovakia uranium supply deal

Partnership Agreement

Kazakhstan's National Atomic Company Kazatomprom has signed a memorandum of understanding (MOU) with Slovak power utility Slovenské Elektrárne (SE) envisaging long-term cooperation in the nuclear energy sector.

The MOU outlines the intention to establish supplies of natural uranium concentrate and potential deliveries of uranium dioxide (UO₂) for Slovak NPPs, as well as to explore additional areas of future cooperation. SE, which generates more than 70% of Slovakia's total electricity, operates two NPPs – Bohunice and Mochovce – with a total of five VVER-440 reactors. SE's majority shareholder is Slovak Power Holding (66%), with the Slovak government holding 34%.

"By signing this memorandum we are taking an important step towards strengthening cooperation with our European partners," said Meirzhan Yussupov, CEO of Kazatomprom. "Nuclear energy plays a key role in ensuring sustainable energy supply in Slovakia. We believe this memorandum will lay the foundation for strong and mutually beneficial relations between our companies."

Strategic Importance

SE CEO and Board Chairman Branislav Strycek emphasised the strategic importance of diversifying nuclear fuel supply sources and expressed confidence in the prospects of the long-term cooperation with Kazatomprom – the world's largest producer of natural uranium. Kazatomprom's attributable production represented approximately 21% of global primary uranium production in 2024.

The major importers of Kazakh nuclear fuel are China, Russia, Canada, the US and France. In 2024, Kazatomprom reported approximately $3.4bn in sales of uranium and other products, marking a 26.4% year-on-year increase.

European Expansion

Kazatomprom has been actively pursuing new partnerships and expanding existing ones with European companies, including Romania's state-owned SN Nuclearelectrica. Discussions in May focused on concluding a 10-year contract for the expanded supply of natural uranium and exploring cooperation in beryllium processing.

In April, Kazatomprom secured a uranium concentrate supply agreement with Czech energy company ČEZ to provide natural uranium for the Temelín NPP. In February, Swiss Axpo Power AG, together with Kernkraftwerk Leibstadt AG, signed a contract for the supply of natural uranium concentrates from Kazatomprom.

Linn County drafts new ordinance to regulate nuclear power amid Duane Arnold plant talks

LINN COUNTY, Iowa — New regulations are in the works for nuclear energy in Linn County as NextEra energy is considering restarting the Duane Arnold Nuclear Plant.

The Linn County Zoning and Planning Commission says this new ordinance is going to work on regulating nuclear power generation facilities and nuclear waste storage facilities. They also added it would be a first of its kind for many reasons.

"This code is intended to one, meet the immediate needs of Linn County in evaluating the Duane Arnold energy center restart and then two, look forward to the future and position us to evaluate small modular reactors if they ever do come forward," Charlie Nichols, Linn County Zoning and Planning Commission Director, said.

If NextEra Energy moves forward with the plant, it's going to come with its own set of benefits like creating more job opportunities, and Nichols says it does that in more ways than one.

"We've seen new businesses locate in Linn County recently, some large ones. And, new businesses are always looking for available power," Nichols said. "So by adding the nuclear power plant back into our energy mix, we are a more attractive location for new business locations."

Cost Considerations

Nichols added that costs were one of the factors for the drafting of this ordinance. He says they want to make sure residents aren't the only one paying for these changes.

"We are trying to make sure that our increased costs for providing security and safety for the plant, for the storage site are not borne just by the taxpayers, but are paid in part by the nuclear facility," Nichols said.

NextEra Energy's Position

NextEra Energy shared that while no decision has been made about the restarting of the plant, they want to work on meeting the demands for energy. In a statement sent to Iowa's News Now NextEra energy said:

"The Duane Arnold Energy Center represents a unique opportunity to bring online a large, zero-emission energy source to complement our comprehensive energy solutions, which include solar, wind and battery storage facilities, and the largest natural gas fleet in the country. All these energy sources are required to meet the growing need for electricity around the country today."

In the meantime, the commission is working on protecting the county's future.

"It really deals with the long-term sustainability of not just the power plant, but also Linn county. Making sure that, yes, this is a good positive economic driver, but the additional costs that come with it are managed well and are not going to have a negative impact on the county or the plant in the future,"

Model predicts long-term effects of nuclear waste on underground disposal systems

The simulations matched results from an underground lab experiment in Switzerland, suggesting modeling could be used to validate the safety of nuclear disposal sites.

As countries across the world experience a resurgence in nuclear energy projects, the questions of where and how to dispose of nuclear waste remain as politically fraught as ever. The United States, for instance, has indefinitely stalled its only long-term underground nuclear waste repository. Scientists are using both modeling and experimental methods to study the effects of underground nuclear waste disposal and ultimately, they hope, build public trust in the decision-making process.

New research from scientists at MIT, Lawrence Berkeley National Lab, and the University of Orléans makes progress in that direction. The study shows that simulations of underground nuclear waste interactions, generated by new, high-performance-computing software, aligned well with experimental results from a research facility in Switzerland.

The study, which was co-authored by MIT PhD student Dauren Sarsenbayev and Assistant Professor Haruko Wainwright, along with Christophe Tournassat and Carl Steefel, appears in the journal PNAS.

"These powerful new computational tools, coupled with real-world experiments like those at the Mont Terri research site in Switzerland, help us understand how radionuclides will migrate in coupled underground systems," says Sarsenbayev, who is first author of the new study.

The authors hope the research will improve confidence among policymakers and the public in the long-term safety of underground nuclear waste disposal.

"This research — coupling both computation and experiments — is important to improve our confidence in waste disposal safety assessments," says Wainwright. "With nuclear energy re-emerging as a key source for tackling climate change and ensuring energy security, it is critical to validate disposal pathways."

Comparing simulations with experiments

Disposing of nuclear waste in deep underground geological formations is currently considered the safest long-term solution for managing high-level radioactive waste. As such, much effort has been put into studying the migration behaviors of radionuclides from nuclear waste within various natural and engineered geological materials.

Since its founding in 1996, the Mont Terri research site in northern Switzerland has served as an important test bed for an international consortium of researchers interested in studying materials like Opalinus clay — a thick, water-tight claystone abundant in the tunneled areas of the mountain.

"It is widely regarded as one of the most valuable real-world experiment sites because it provides us with decades of datasets around the interactions of cement and clay, and those are the key materials proposed to be used by countries across the world for engineered barrier systems and geological repositories for nuclear waste," explains Sarsenbayev.

For their study, Sarsenbayev and Wainwright collaborated with co-authors Tournassat and Steefel, who have developed high-performance computing software to improve modeling of interactions between the nuclear waste and both engineered and natural materials.

To date, several challenges have limited scientists' understanding of how nuclear waste reacts with cement-clay barriers. For one thing, the barriers are made up of irregularly mixed materials deep underground. Additionally, the existing class of models commonly used to simulate radionuclide interactions with cement-clay do not take into account electrostatic effects associated with the negatively charged clay minerals in the barriers.

Tournassat and Steefel's new software accounts for electrostatic effects, making it the only one that can simulate those interactions in three-dimensional space. The software, called CrunchODiTi, was developed from established software known as CrunchFlow and was most recently updated this year. It is designed to be run on many high-performance computers at once in parallel.

For the study, the researchers looked at a 13-year-old experiment, with an initial focus on cement-clay rock interactions. Within the last several years, a mix of both negatively and positively charged ions were added to the borehole located near the center of the cement emplaced in the formation. The researchers focused on a 1-centimeter-thick zone between the radionuclides and cement-clay referred to as the "skin." They compared their experimental results to the software simulation, finding the two datasets aligned.

"The results are quite significant because previously, these models wouldn't fit field data very well," Sarsenbayev says. "It's interesting how fine-scale phenomena at the 'skin' between cement and clay, the physical and chemical properties of which changes over time, could be used to reconcile the experimental and simulation data."

The experimental results showed the model successfully accounted for electrostatic effects associated with the clay-rich formation and the interaction between materials in Mont Terri over time.

"This is all driven by decades of work to understand what happens at these interfaces," Sarsenbayev says. "It's been hypothesized that there is mineral precipitation and porosity clogging at this interface, and our results strongly suggest that."

"This application requires millions of degrees of freedom because these multibarrier systems require high resolution and a lot of computational power," Sarsenbayev says. "This software is really ideal for the Mont Terri experiment."

Assessing waste disposal plans

The new model could now replace older models that have been used to conduct safety and performance assessments of underground geological repositories.

"If the U.S. eventually decides to dispose nuclear waste in a geological repository, then these models could dictate the most appropriate materials to use," Sarsenbayev says. "For instance, right now clay is considered an appropriate storage material, but salt formations are another potential medium that could be used. These models allow us to see the fate of radionuclides over millennia. We can use them to understand interactions at timespans that vary from months to years to many millions of years."

Sarsenbayev says the model is reasonably accessible to other researchers and that future efforts may focus on the use of machine learning to develop less computationally expensive surrogate models.

Further data from the experiment will be available later this month. The team plans to compare those data to additional simulations.

"Our collaborators will basically get this block of cement and clay, and they'll be able to run experiments to determine the exact thickness of the skin along with all of the minerals and processes present at this interface," Sarsenbayev says. "It's a huge project and it takes time, but we wanted to share initial data and this software as soon as we could."

For now, the researchers hope their study leads to a long-term solution for storing nuclear waste that policymakers and the public can support.

"This is an interdisciplinary study that includes real world experiments showing we're able to predict radionuclides' fate in the subsurface," Sarsenbayev says. "The motto of MIT's Department of Nuclear Science and Engineering is 'Science. Systems. Society.' I think this merges all three domains."

DOGE told regulator to 'rubber stamp' nuclear

The Nuclear Regulatory Commission's historic role of assuring safety is changing as the White House shifts some responsibility to the Department of Energy.

A DOGE representative told the chair and top staff of the Nuclear Regulatory Commission that the agency will be expected to give "rubber stamp" approval to new reactors tested by the departments of Energy or Defense, according to three people with knowledge of a May meeting where the message was delivered.

The three people said Adam Blake, detailed to the NRC by the Department of Government Efficiency, described a new regulatory approach by NRC that would expedite nuclear safety assessments.

"DOE, DOD would approve stuff, and then NRC would be expected to just kind of rubber-stamp it," said one of the three people, who were all granted anonymity because of the sensitivity of the issue.

The meeting was held after President Donald Trump signed a May 23 executive order that would supplant the NRC's historical role as the sole agency responsible for ensuring commercial nuclear projects are safe and won't threaten public health.

Two of the three people said Blake used the term "rubber stamp" at the meeting that included NRC Chair David Wright, senior agency staff and DOE officials. Under Trump's executive order, the NRC could not revisit issues assessed by DOE or the Pentagon, but the people with knowledge of the meeting said Blake and DOE officials went a step further to suggest the NRC's secondary assessment should be a foregone conclusion.

Trump's executive order and staff departures have added to concern at the independent agency and among nuclear experts that the White House is exerting more control over the NRC's mandate under the Atomic Energy Act of 1954 than any previous administration.

"The NRC is working quickly to implement the executive orders reforming the agency and modernizing our regulatory and licensing processes," said NRC spokesperson Maureen Conley. "We look forward to continuing to work with the administration, DOE and DOD on future nuclear programs."

The NRC's Wright was not made available for an interview. POLITICO's E&E News also reached out for comment from Blake about the "rubber stamp" remark and his role at the agency. Blake and the White House did not respond to requests for comment.

When asked about the May meeting, a DOE spokesperson referenced Trump's executive order.

Trump has said he wants to quadruple the U.S. supply of nuclear power by 2050. Tech industry allies, Republicans in Congress and Secretary of Energy Chris Wright have been sharply critical of the NRC for what they say is an unreasonably slow approval process that has held back the nuclear industry.

Defenders of the NRC and former agency officials agree that today's smaller reactor designs require a new approach to licensing nuclear technology. They're also adamant that a political push to build more nuclear reactors, and fast, doesn't change NRC requirements under the law to ensure new reactor designs are safe.

Nuclear is now in political vogue again, with bipartisan support lately driven by Silicon Valley and Trump administration plans to use nuclear power to fuel huge artificial intelligence data centers. Some clean energy supporters see new, smaller nuclear reactors as crucial sources of carbon-free power in the 2030s.

Ongoing shake-up

In the weeks following the "rubber stamp" comment, the NRC experienced significant upheaval, including the abrupt June 13 firing of Christopher Hanson, a Democratic commissioner originally appointed during Trump's first term and the former chair under President Joe Biden.

Hanson took to social media to protest the termination, saying it was done "without cause, contrary to existing law and longstanding precedent regarding removal of independent agency appointees."

Anna Kelly, a White House spokesperson, told POLITICO at the time that "all organizations are more effective when leaders are rowing in the same direction," adding that Trump "reserves the right to remove employees within his own Executive Branch who exert his executive authority."

Wright's term on the commission expired at the end of June as his reappointment from Trump waited in a Senate committee. Wright's appointment squeaked through the Environment and Public Works Committee on Wednesday on a party-line vote after Democrats decried what they characterized as the administration's "hostile takeover" of the NRC.

The decision by Trump and top aides to insert DOE into the NRC's statutory licensing process was spelled out in four executive orders Trump signed May 23 — prompting nuclear experts to warn of "serious consequences" if the NRC's loss of independence erodes safety.

Trump ordered a "wholesale review" of the NRC's reactor design and safety regulations, with a nine-month deadline for proposed changes and final action in another nine months. The order said commission reviews of new designs must be completed within 18 months, with shorter deadlines set as appropriate.

A committee of at least 20 people would perform the review, including representatives of DOGE and the Office of Management and Budget, headed by Russ Vought, the architect of Project 2025's conservative blueprint for shrinking the federal government.

Leadership at Idaho National Laboratory, which has been one of the centers of DOE's research on nuclear reactors, has said DOE can perform safety evaluations of new reactors, and in doing so move more quickly and efficiently than the NRC.

The lab sent a proposal to members of Congress in April. The DOE process is viewed by industry "as being much shorter and more straightforward than NRC's licensing process," the INL authors said.

Trump directed the creation of an "expedited pathway to approve reactor designs" that had been tested and certified either by DOE or the Defense Department. Under the Trump order, safety designs for new reactors approved by the two agencies could not be revisited by the NRC unless new issues arose.

Former NRC chairs and other experts have noted the agency has accelerated reviews in response to the ADVANCE Act that Congress passed last year. Stephen Burns, former chair of the NRC during the Obama administration, and Emily Hammond, a former DOE deputy general counsel and now a George Washington University law professor, have questioned the necessity and merits of the White House's high level of involvement.

'Where the rubber hits the road'

Trump's order for a review of NRC rules and regulations was issued to revise processes that evolved over the 70-year regulatory history of the NRC and its predecessor, the Atomic Energy Commission. The White House announced that NRC staff will undergo a "substantial reorganization" with turnover and assignment changes.

The resurgence of nuclear power is rooted not just in bipartisan interest, but in the emergence of companies building small modular reactors, or SMRs. The advanced reactors by developers including TerraPower, X-energy, General Electric Hitachi Nuclear Energy, NuScale Power and Kairos Power are factory-built and meant to bring down the daunting development costs of large, conventional nuclear power plants.

Big tech companies such as Microsoft, Google, Amazon and Meta are also signing long-term agreements with utilities that own nuclear reactors and SMR startups for future purchases of electricity to power their AI data centers.

The NRC is assessing a plan to reopen a closed unit at the Three Mile Island nuclear plant in Pennsylvania. And last month, the agency received a combined license application from Fermi America, a Texas-based company led by former Energy Secretary Rick Perry that plans to build the nation's largest nuclear power complex. The "HyperGrid" site is in Amarillo, Texas, near the largest U.S. assembly plant for nuclear weapons known as Pantex.

"The Chinese are building 22 nuclear reactors today to power the future of AI," said Perry, the former Texas governor. "America has none. We're behind, and it's all hands on deck."

One of the three people with knowledge of the May meeting and Blake's "rubber stamp" remark said the influx of nuclear license applications — and from politically connected people — is adding pressure and scrutiny to the process. "This is where the rubber hits the road," the person said.

All of this comes amid a shake-up of senior leadership at the NRC. That includes the commission's Executive Director of Operations Mirela Gavrilas, who had worked at the agency for more than 20 years and who was effectively forced out, according to the three people.

As the Senate Environment and Public Works Committee sent Wright's renomination to the full Senate on Wednesday, its top Democrat, Sheldon Whitehouse of Rhode Island, withdrew his support.

"[Wright] came before our committee, however, not just as a nominee but as the present leader of the commission," Whitehouse said. "I hoped to see Chairman Wright rise to the occasion, but circumstances right now at the NRC continue to deteriorate."

"In response to my questions for the record, the chairman acknowledged there is a DOGE staffer at the agency. This individual sits in an office that reports directly to the chairman. However, the staffer is — and I quote the [question for the record] from Mr. Wright — the staffer is 'on detail from the Department of Energy, and as such does not have an NRC supervisor,'" he continued.

In written replies to the committee, Wright committed to "ensure that the NRC's regulatory independence is preserved."

US nuclear plant operators sued in class action over worker pay

Lawsuit Details

Constellation Energy, Duke Energy, Pacific Gas & Electric and all other operators of the country's commercial nuclear power plants have been accused in a new lawsuit of conspiring to suppress pay for thousands of workers since 2003.

Two power generation workers filed the proposed class action on July 11 in Maryland federal court, accusing 26 nuclear plant operators and two consulting firms of illegally sharing wage information with each other in a conspiracy to keep compensation artificially low.

The lawsuit said the alleged information-sharing scheme violated antitrust law.

The defendants, a group that also includes Dominion Energy and Entergy, produce all the nuclear-generated electricity sold to consumers in the U.S., according to the 129-page complaint.

Company Responses

In a statement, Duke Energy on Monday called its compensation competitive and said it was "market-based, performance-oriented and aligned with the company's business priorities."

Constellation, Pacific Gas & Electric, Dominion and Entergy did not immediately respond to requests for comment.

Attorneys for the two plaintiffs – former employees at Dominion and Entergy – in a statement said they "are eager to fight for workers at nuclear power plants who have been victimized by a conspiracy to depress their wages."

Alleged Scheme Details

A former human resources executive in the industry said nuclear power companies exchanged compensation information "all the time," according to the lawsuit. Nuclear plants allegedly exchanged pay data for "compensation comparison reports" that showed current wages and future increases, allowing companies to illegally coordinate.

The proposed class of nuclear plant workers contains at least tens of thousands of people, the lawsuit said.

The plaintiffs are seeking unspecified monetary damages and a court order blocking any continued coordination on salaries and other benefits.

Broader Industry Trend

Other industries too have been hit by lawsuits in recent years accusing major U.S. companies of suppressing employee pay.

In one of those cases, a U.S. appeals court in May had revived a lawsuit accusing large shipbuilders of conspiring to deflate wages for naval architects and marine engineers.

The case is Leo Dorrell and John Dunn v. Constellation Energy Corp et al, U.S. District Court for the District of Maryland, No. 1:25-cv-02251-ABA.

Sandia and Aeva evaluate intrusion detection system

Sandia National Laboratories is collaborating with the California-based Aeva Technologies, a developer of next-generation sensing and perception systems, on the development of technology for strengthening security at U.S. nuclear reactor sites.

SNL recently completed the initial evaluation phase of the company's 4D lidar technology. The lab will now proceed to test the technology at a reactor site for its ability to enhance security by detecting potential intrusions in perimeter areas, including water intakes.

4D lidar technology

The 4D lidar system is a GPS-free, high-resolution sensor system that is based on Aeva's Atlas sensor, which can measure the velocity and direction of detected points and provide tracking of the movement of objects within their surroundings. The technology can have a range of applications, from navigation in automated transportation to monitoring of industrial processes, according to the company.

Aeva said that the sensors can "deliver 'round-the-clock operational capabilities." They reportedly can function in darkness, glare, sunlight, fog, rain, and dusty conditions.

Expert perspectives

J. R. Russell, an engineer and researcher at Sandia who focuses on the design and evaluation of intrusion detection systems, commented on the lab's collaboration with Aeva:

"Supporting the security of nuclear reactor infrastructure requires constant innovation. Aeva's 4D lidar gives us a new tool to detect potential threats in challenging environments where traditional sensors often fall short."

Following completion of the initial evaluation phase of 4D lidar, James Reuther, chief engineer at Aeva, said:

"We're entering the next phase with the testing of our industry-leading lidar to help secure nuclear sites. This marks a key milestone, not only for this program, but for the broader adoption of Aeva's 4D lidar for use across infrastructure security, including nuclear facilities, airports, and power plants nationwide."

The Frisch-Peierls memorandum: A seminal document of nuclear history

The Manhattan Project is usually considered to have been initiated with Albert Einstein's letter to President Franklin Roosevelt in October 1939. However, a lesser-known document that was just as impactful on wartime nuclear history was the so-called Frisch-Peierls memorandum. Prepared by two refugee physicists at the University of Birmingham in Britain in early 1940, this manuscript was the first technical description of nuclear weapons and their military, strategic, and ethical implications to reach high-level government officials on either side of the Atlantic. The memorandum triggered the initiation of the British wartime nuclear program, which later merged with the Manhattan Engineer District.

Who were Frisch and Peierls, and how did their memorandum come to be?

Otto Frisch completed his doctoral degree in physics and mathematics at the University of Vienna in the summer of 1926. His aunt was physicist Lise Meitner of fission discovery fame. He became an assistant to Otto Stern at the University of Hamburg and developed into a master instrument builder and experimentalist. Stern left for America in 1933 but secured a position for Frisch at Birkbeck College in London through an Academic Assistance Council grant. The grant was good for only one year, but the head of the physics department at Birkbeck, Patrick Blackett, persuaded Niels Bohr to offer Frisch a position in Copenhagen when it expired. The story of how Frisch and Meitner were the first to interpret the discovery of fission during their Christmas holidays in 1938 after Meitner had been informed of the experimental evidence by Otto Hahn is well-known; soon thereafter, Frisch set up the first experiment designed to deliberately demonstrate the newly discovered effect.

In the summer of 1939, Frisch was offered a lectureship at the University of Birmingham by physics department chair Marcus Oliphant, an Australian native and student of Ernest Rutherford. When Frisch arrived at Birmingham, Rudolf Peierls was already there, having been recruited by Oliphant in 1937. Peierls, originally from Berlin, was an outstanding theoretical physicist who earned his doctorate under Werner Heisenberg in 1929. After serving as an assistant to Wolfgang Pauli for three years, he secured a Rockefeller Foundation fellowship and spent time with Enrico Fermi in Rome before moving to Cambridge University. After temporary postings at Cambridge and Manchester, he was offered a position by Oliphant. Prophetically, in the fall of 1939 Peierls published a paper on the theory of critical mass for a fast-neutron chain reaction of a pure fissile isotope. At the time, he did not substitute any numbers into his formulae, as cross sections and secondary neutron numbers were then only roughly known, but a few months later this work would play a significant role in the preparation of the memorandum.

Frisch knew that Bohr had predicted that uranium-235 was the fissile isotope of that element. Around February 1940, he approached Peierls to ask what would happen if one had a large sample of pure U-235. Making some rough estimates of relevant parameters, they used Peierls's formula to estimate a critical mass on the order of a mere 600 grams. The modern value for this is about 46 kilograms; the underestimate was caused by an overestimate of the fission cross section. Alarmed that German scientists might be thinking along the same lines, they felt it their duty to inform the British government of the possibility of nuclear weapons.

They prepared the memorandum, which they took to Oliphant, who forwarded it to Sir Henry Tizard, head of the British government's Committee on the Scientific Survey of Air Warfare. Tizard asked George P. Thomson, a physicist at Imperial College London (and son of electron-discoverer J. J. Thomson), to convene a committee to investigate the matter. This group would include, among others, James Chadwick, the discoverer of the neutron. Ironically, as refugees, Frisch and Peierls were barred from serving on the committee, but Thomson arranged for them to serve as consultants.

The final report of the committee in the summer of 1941 would have significant influence on the American nuclear program.

The Memorandum Content

Titled "Memorandum on the Properties of a Radioactive 'Super-bomb,'" Frisch and Peierls's document comprised two parts: a three-page qualitative summary (the memorandum proper) and a technical appendix. Both parts are reprinted in several sources, but these often contain various errors; the correct version appears in Peierls's collected papers (see "Further reading" at the end of the article).

The memorandum opened with a striking but ultimately very conservative statement: That the likely power of a bomb based on "the energy stored in atomic nuclei" could be equivalent to the explosion of 1,000 tons of dynamite. In contrast, a typical World War II bomb weight was 500 pounds, including the casing and firing mechanism.

Frisch and Peierls further estimated that the resulting explosion would probably cover the center of a big city, which would prove to be the case at Hiroshima and Nagasaki. They also emphasized that a nuclear weapon would release immense amounts of radioactive fallout that would be spread by wind and rain. To trigger the weapon, they suggested the method that would be used in the Little Boy bomb at Hiroshima: Divide the fissile material into two subcritical pieces, and then bring them together when the bomb is detonated. They suggested relying on cosmic-ray neutrons to initiate the chain reaction; at Los Alamos, neutron-emitting "initiators" would be developed for a more controlled approach. They also touched on the issue that assembly of the two pieces must happen quickly to avoid premature detonation by spontaneous fissions or an alpha-decay-induced neutron emission.

Strategic and Ethical Implications

Frisch and Peierls remarked that they did not feel competent to discuss the strategic value of such a bomb—but they did exactly that with jargon-free prose, describing the device as "practically irresistible." Since radiation would likely kill large numbers of civilians, they remarked that "this may make it unsuitable as a weapon for use by this country." The ethical dilemmas of nuclear warfare were apparent before a single gram of U-235 had been isolated.

Regarding what might be happening in Germany, Frisch and Peierls felt that since much research had already been openly published, it was entirely possible that such a weapon could be under development there. Conversely, if nobody in Germany had thought of the idea, it was vital to keep their memorandum secret lest any rumors leak out. In anticipation of the later Cold War, they remarked that if Germany was working on such a weapon, the only effective reply would be a counterthreat with a similar bomb: mutually assured destruction.

The last few paragraphs of the memorandum dealt with issues of radiological protection, suggesting that detection squads equipped with instruments and self-contained oxygen supplies would have to enter contaminated areas in order to determine when and for how long people could enter the affected area.

They closed with what must be one of the greatest understatements in history: Their conclusions were not based on direct experiments "since nobody has ever yet built a super bomb," but they felt confident that the relevant physics was well-established.

Technical Details

The technical appendix elaborated on all these issues with quantitative detail; it can still serve as a primer for students interested in the physics of nuclear weapons. In seven pages, Frisch and Peierls discussed the differences between U-235 and U-238, the timescales of slow- and fast-neutron reactions, why U-235 had to be used for a bomb, the concept of critical mass, an estimate of the energy that would be liberated by a bomb of a given mass, how a critical mass could be assembled, how the technique of thermal diffusion could be used to enrich uranium, and the levels of radioactivity that would be created. They covered a remarkable amount of ground in a few pages.

Journey to Los Alamos

In mid-1943, Franklin Roosevelt and Winston Churchill formalized atomic relations between the United States and Britain. As a result, a group of British scientists traveled to America to work at various Manhattan Project sites; Frisch and Peierls both transferred to Los Alamos. Frisch's work revolved around instrumentation, but he was also involved in potentially dangerous critical assembly experiments. Peierls headed a theoretical group charged with carrying out calculations and simulations of implosion dynamics. (One of his colleagues was the spy Klaus Fuchs.) Both Frisch and Peierls witnessed the Trinity test on July 16, 1945, and were awed by the spectacle.

Post-War Careers

After the war, both men returned to Britain. Frisch spent two years at the new Atomic Energy Research Establishment, but in 1947 he was offered a position at Cambridge University. He remained at Cambridge for the rest of his career, passing away in September 1979. Peierls returned to Birmingham but in 1963 became the Wykeham Chair of Physics at Oxford; he passed away in September 1995, almost 16 years to the day after Frisch.

In their memorandum, Frisch and Peierls touched on every key aspect of the physics, strategy, and ethics of nuclear warfare; it covered much more than the Einstein letter. Even after 85 years, it still makes for fascinating and informative reading.

During the Energy and Innovation Summit held at Carnegie Mellon University on Tuesday, President Trump said plans are in the works to build multiple nuclear power plant reactors to maintain jobs and create a positive economic impact.

Trump said Westinghouse Electric Company is working to have 10 new and large nuclear power plant reactors under construction by 2030, generating what is currently estimated to be $6 billion in economic impact and 15,000 new jobs in southwest Pennsylvania.

"I signed historic executive orders to expedite construction of brand new nuclear power plants, which is very hot (right now). We've issued an order, as you know, one month ago, making it very easy and very safe to build nuclear power."

President Trump made his return to Pittsburgh to attend Sen. Dave McCormick's inaugural summit, where Gov. Josh Shapiro and other local, national, and international leaders gathered to discuss the growth and utilization of energy and artificial intelligence in America.

As part of the summit, there was an announcement of $90 billion in investments and tens of thousands of new jobs expected for Pennsylvania.

NRC confronts "unprecedented position"

A Downsized Commission

The Nuclear Regulatory Commission, which currently has three serving commissioners and—according to recent media reports—a detailee from the Department of Government Efficiency (DOGE), is accelerating licensing timelines to meet the requirements of President Trump's May 23 Executive Order 14300, "Ordering the Reform of the Nuclear Regulatory Commission," and the ADVANCE Act. On top of that, the agency is preparing for an anticipated rush of applications while dealing with a reduced workforce.

That work is underway without an acting chairperson. NRC Chair David Wright was serving a term that ended on June 30, days after he was renominated (on June 16) for a new term as commissioner (and, presumably, chair). Wright's renomination was favorably reported out of the Senate Environment and Public Works Committee on July 9 and now awaits a vote of the full Senate.

In the meantime, instead of five commissioners as is common, the NRC has only three—all serving terms they were nominated to fill by President Biden: Annie Caputo (who served on the commission from 2018 to 2021 and later returned in August 2022), fulfilling the remainder of a term that expires in June 2026; Bradley Crowell, who began in August 2022 and is serving the remainder of a term that expires in June 2027; and Matthew Marzano, who began in January 2025 a term that ends in June 2028.

On June 13, Commissioner Christopher Hanson, who was chair from January 2021 to January 2024, was dismissed from the commission. Hanson was originally nominated to the commission in March 2020 during President Trump's first term in office.

The three-person commission issued a joint statement on July 1 saying that it "finds itself in an unprecedented position" and that "the executive orders from the President and direction from Congress in last year's ADVANCE Act have defined a bold new path for the agency to execute our important mission to enable the safe and secure use of nuclear technologies. . . . We fellow Commissioners are aligned and working together collegially to meet these shared objectives for change, continue our critical daily operations, and lead our agency in this new era."

In words seemingly directed at the NRC staff, which is being asked to accelerate reviews, the commissioners wrote:

"We know that in times of so much change, things can feel uncertain. As we navigate this dynamic environment, we want to take a moment to acknowledge the efforts and resilience this agency has demonstrated and thank you all for your dedication."

Independence Questioned

_The Hill_ on July 11 and _E&E News_ on July 14 reported that in May, a representative of DOGE told NRC leaders that the agency would be expected to approve reactor projects that have obtained approval from the Department of Energy or the Department of Defense.

The DOE has long had the authority to authorize nuclear test reactors at its national laboratory facilities. The media reports come as the DOE rolls out a pilot program to directly license nuclear test reactors at sites other than national laboratories, streamlining that licensing process in part through a new National Environmental Policy Act rule and implementing procedures issued on June 30.

Reactors built under the DOE's pilot program "will not require Nuclear Regulatory Commission licensing," according to a request for applications to the pilot program issued June 18. "Nevertheless, DOE-approved reactor designs can and will be fast-tracked for future NRC licensing."

Bold Steps

On July 14, perhaps in answer to the media reports, the NRC released a statement to stakeholders. It referred to the July 1 statement and went a step further, asserting that:

"Consistent with recent White House Executive Orders and the bi-partisan ADVANCE Act, the NRC is taking bold steps to embrace innovation, accelerate licensing timelines, and modernize the regulatory framework."

The statement continued:

"Today's NRC remains focused on protecting public health and safety while efficiently regulating the civilian use of nuclear materials and enabling the deployment of nuclear power for the benefit of society. We look forward to working with all stakeholders, and meeting this moment with the urgency it demands and the unity it deserves, while continuing to set the standard as a world class regulator."

As well, the statement called out recent NRC actions, including updating new reactor and license renewal review timelines and publishing a direct final rule in the _Federal Register_ to extend design certification durations from 15 years to 40 years.

Oklo selects Kiewit for construction of first Aurora Powerhouse

Following the signing of a new agreement, Kiewit Nuclear Solutions, a subsidiary of Kiewit Corporation, is officially the lead constructor for Oklo's first commercial Aurora powerhouse, which will be built at Idaho National Laboratory.

Oklo's timeline for the project remains the same as previously announced: the company expects preconstruction activities to launch this year and commercial operations to begin in late 2027 or early 2028.

Why Kiewit

In a press release, Oklo explained that Kiewit rose above other companies in the competitive selection process because of its "extensive experience in delivering large-scale industrial and infrastructure projects." This will be a valuable asset for Oklo to leverage, especially considering that "a significant portion of the Aurora powerhouse's construction scope is nonnuclear."

This announcement marks a second big win for Kiewit this summer in the nuclear space. The company was selected in May by Canada's Nuclear Waste Management Organization to help design a deep geological repository for spent fuel in Ontario.

Leadership Comments

"This is a critical step in helping us build efficiently and deliver clean energy on a meaningful timeline," said Oklo cofounder and CEO Jacob DeWitte. "Advanced reactors will largely be able to be constructed differently than legacy plants, and a key pathway to realizing the economic benefits associated with that is to modernize how we design, procure, and build these plants."

Background

This first commercial Aurora powerhouse, often referred to as the Aurora-INL, is a major step in Oklo's plan to scale up the broader deployment of its reactor technology. The company currently has agreements with commercial and U.S. government partners to supply more than 14 GW of power to various projects.

Oklo's plans for commercialization have expanded beyond the domestic market. In June, the company announced a new partnership with Korea Hydro & Nuclear Power to investigate the possibility of the reactor's global deployment.

The Aurora powerhouse is a liquid metal–cooled, metal-fueled fast reactor with a maximum power level of 75 MWe. According to Oklo, the design is able to run 10 years without refueling. The Nuclear Regulatory Commission is currently engaged in preapplication activities for the reactor.

The American Nuclear Society hosted a webinar this week featuring key leaders from the nuclear community in Texas to discuss the shape of the industry today and where it is heading.

This conversation was the first in a new series of ANS webinars that will see various leaders convene for discussions on their states' nuclear industries.

According to ANS Executive Director/CEO Craig Piercy, who led the discussion, Texas is "a perfect place to start" in a series on how U.S. states are considering nuclear technology as a tool to strengthen their energy security and economic competitiveness. Texas has "arguably done more than any other state in a short period of time to lay the foundations for future nuclear development," he noted.

Changing tides

After his introductory remarks, Piercy turned to Jarred Shaffer, a budget and policy advisor in the office of Texas Gov. Greg Abbott, to ask what has precipitated the state's recent and rapid development in nuclear.

Shaffer responded that Winter Storm Uri in 2021 "significantly changed the electricity conversation," shifting public and legislative focus to dispatchable, reliable power sources and an "all-of-the-above" strategy for energy resources. He explained that advanced nuclear fits perfectly into that shift in focus while also enabling a robust response to increasing demand from industry and a growing population.

Importantly, this change in perspective on nuclear has already made its way into policy with the recent passage of the state's H.B. 14, a bill that establishes the Texas Advanced Nuclear Energy Office. As a stand-alone office within the Office of the Governor, it will serve to both continue the conversation around nuclear and help industry navigate the nuclear regulatory and incentivization structures.

H.B. 14 also created the $350 million Texas Advanced Nuclear Development fund, which Shaffer called "the largest of its kind in the nation."

Industry's response

Piercy then shifted focus to Reed Clay, president of the Texas Nuclear Alliance, to ask how industry is responding to the legislative embrace of nuclear. The Texas Nuclear Alliance is an industry association dedicated to the advancement of nuclear technology in the state, and Clay offered its membership as a barometer of industry's overall enthusiasm.

"We ended 2023 with zero members; we ended 2024 with about two dozen members, and we just announced last week that we have over 50 members,"

This serves as a clear indicator of a positive trend for the sector overall, he explained.

Beyond these recent changes, Clay also pointed to an efficient regulatory environment and a large skilled workforce as key draws for the state. Panelist Jon Guidroz, senior vice president of commercialization and strategy at Austin-based Aalo Atomics, echoed this idea. He explained that the oil and gas industries, alongside SpaceX, have built a uniquely strong industrial supply chain in Texas.

That supply chain is also supported by skilled welders, fabricators, and other tradespeople that the nuclear industry can leverage, said Roland Backhaus, a nuclear energy regulatory and transactional attorney at Vistra. He pointed out that, outside of the nuclear-specific components of new construction, the industry can "draw people who have developed their expertise from other infrastructure fields," especially for the conventional construction nuclear buildouts require.

(AP) — Near signs that warn of radioactive risk at Oak Ridge National Laboratory, a half-dozen workers from the nuclear power company X-energy are making what appear to be gray billiard balls. Inside, they're packed with thousands of tiny black spheres that each contain a speck of uranium enriched beyond what today's power plants use.

The United States is chasing a new age of nuclear power that banks on domestic production of reactor fuel like X-energy is making, and though the work at Oak Ridge is unfolding across just 3,000 square feet, X-energy and others are already revving up for big production.

President Donald Trump set a goal of quadrupling domestic production of nuclear power within the next 25 years, signing executive orders in May to speed up development. A new wave of advanced nuclear reactors could be operational around 2030.

But just like cars won't run without gas, those plants won't run without fuel. To expand nuclear energy long-term, the nation must maximize its nuclear fuel production, according to Trump.

In Oak Ridge, X-energy has broken ground on a massive, nearly $2 billion campus for a new fuel fabrication facility, the first in the United States in over half a century. The nuclear fuel company Standard Nuclear, also in Oak Ridge, aims to produce metric tons of fuel for advanced reactors. A supplier named Orano is likewise looking to build a multibillion-dollar uranium enrichment facility nearby.

"This is a unique time," said Tyler Gerczak, Oak Ridge National Laboratory's principal investigator for the cooperative with X-energy's subsidiary TRISO-X. "The momentum is incredible."

Making the 'most robust nuclear fuel'

The Associated Press toured the lab where X-energy is making small amounts of fuel for testing. Anyone beyond a magenta-and-yellow chain that warns of radioactivity must wear gowns, two layers of gloves and radiation monitors. When they leave, they're tested for radioactivity.

X-energy, a Maryland-based company, uses uranium to make so-called TRISO fuel — inside what's known as "pebbles." Those are the billiard balls. The Energy Department says it's the most robust nuclear fuel on Earth because the particles cannot melt in a reactor.

At the lab, the first step is making a uranium cocktail that resembles dark yellow lemonade.

Uranium powder, in the form of triuranium octoxide, gets added to nitric acid, said Dan Brown, vice president of fuel development for TRISO-X. Then carbon and an organic solution are added. They have two glass containers set up — one wears a heated jacket, looking almost like a little sweater, that helps the uranium dissolve into the acid solution. The second cools the acid solution while the carbon source is added, which turns the mix near-black, he said.

At another station, in a long clear tube, the cocktail solidifies into small black spheres with a jellybean-like consistency. Those black balls, about the size of poppyseeds, then travel through machines under temperatures as high as 1,800 degrees Celsius to get protective carbon coatings — like candy dipping — that make them look like very tiny BBs.

X-energy uses graphite and other cohesive materials to bind 18,000 kernels together into a larger sphere. That gets coated in a final layer of graphite to seal the final pebble. In the end, it's strong enough to withstand the weight of an SUV.

The pebbles will eventually give up their energy in the high-temperature gas-cooled nuclear reactor X-energy is developing, with about 220,000 pebbles per reactor, like gumballs in a gumball machine. When they exit the bottom, if energy remains, the pebbles will return to the top for another pass. Each one could be used about six times. X-energy also plans to make fuel products for other advanced reactor designs.

The national laboratory lends X-energy its expertise, research and high-tech equipment for analysis and will evaluate samples, as will some universities. Other samples are archived. Idaho National Laboratory received a batch for its advanced test reactor, Brown said.

Critics of building more nuclear reactors say they're too expensive and riskier than other low-carbon energy sources.

"Without a substantial decrease in construction costs, it's not worth the avoided greenhouse gas emissions," said David Kemp, a Cato Institute policy analyst.

Kemp said Trump's 25-year quadrupling goal is unrealistic because it would mean building nuclear reactors faster than ever. The United States lacks any next-generation reactors operating commercially and only two new large reactors have been built from scratch in nearly 50 years. Those two, at a Georgia nuclear plant, were completed years late and at least $17 billion over budget.

Working to 'amp up' domestic nuclear fuel production

Many next-generation reactors will use high-assay low-enriched uranium. It's fuel that's enriched to a higher level than traditional large nuclear reactors use, allowing the newer reactors to run longer and more efficiently, sit on smaller footprints and produce less waste, according to the Department of Energy.

There's little of it made in the United States right now.

Only Russia and China currently have the infrastructure to make large amounts of high-assay low-enriched uranium. In the United States, Centrus Energy produced the nation's first 20 kilograms of high-assay low-enriched uranium in more than 70 years in late 2023, to show it can produce limited quantities for commercial reactors.

A big takeaway from Trump's executive orders is the need to "amp up" domestic production of nuclear fuel to reduce dependence on foreign sources and enable in the long term expansion of American nuclear energy, according to the Energy Department.

At the Nuclear Energy Institute trade association, Benjamin Holtzman, director of new nuclear, said he thinks the fuel will be ready for a new generation of U.S. nuclear reactors needed to meet the growing demand for electricity — if the right actions are taken now.

X-energy CEO J. Clay Sell said he hopes to help solve the fuel problem so it doesn't hold back new reactor development. The Energy Department has awarded funding to X-energy. Amazon invested in X-energy too, and they're collaborating to bring more than 5 gigawatts of new U.S. power projects online by 2039.

X-energy is the only one with an application before the U.S. Nuclear Regulatory Commission to license a new fabrication facility to transform enriched uranium into fuel products for nuclear reactors. Another applicant has asked to amend an existing license to make fuel for advanced reactors, according to the NRC. About five additional companies have told the NRC they are interested in making fuel for advanced reactors.

X-energy's pilot lab at the National Laboratory started in 2016. The company now has 100 acres in Oak Ridge and growing for its nuclear fuel production complex.

The first factory could be operational by late 2027 or early 2028, capable at full operation of assembling enough fuel orbs to power 11 of its new-age reactors; a second by late 2029, with a capacity four times greater, said TRISO-X President Joel Duling.

"I've been through two or three 'nuclear renaissances,'" Duling said. "This isn't a renaissance. This is a game-changer."

EU opens door to funding nuclear energy in next budget

The European Commission wants to open up part of its proposed 2 trillion euro EU budget for 2028-2034 to nuclear energy, a move likely to divide the bloc's member states, which Germany immediately rejected.

In an annex to its mammoth budget proposal published on Wednesday, the Commission listed nuclear power as an activity countries can fund through their national share of the budget - specifically, "new or additional fission energy capacity installed in GW".

Around 865 billion euros of EU funding will be available under these national spending plans.

The move would be a sea change for the EU, whose current budget does not fund conventional nuclear power plants - reflecting a long-running conflict between pro-nuclear EU members like France and Sweden and traditionally anti-nuclear countries like Germany and Austria.

"Germany rejects any subsidization of nuclear power from the EU budget," its environment minister Carsten Schneider said on Thursday, adding that Berlin respected the choice of other countries to build reactors.

"However, respect for national sovereignty in energy matters also means not claiming EU funds for this expensive path, a quarter of which comes from German taxpayers' money," Schneider said.

France's energy ministry did not immediately respond to a request for comment. Swedish energy minister Ebba Busch declined to comment.

The Commission's budget proposal marks the start of years of intense negotiations among EU nations, which must all approve the final budget.

EU countries have long been at loggerheads over whether to promote atomic power to reduce CO2 emissions, a dispute which has delayed policymaking on climate change and energy in the bloc.

That dynamic had appeared on the cusp of a shift earlier this year, when German Chancellor Friedrich Merz signalled Berlin would no longer object to treating nuclear power on a par with renewable energy in EU policies.

Countries including Denmark and Italy had also signalled a shift in their past opposition to nuclear power.

However, some EU diplomats said that this softening of positions had not extended into support for EU funding.

"There is no chance EU money goes to new nuclear," one EU country diplomat said.

The EU's current budget explicitly bans member states from building nuclear power plants using their share of hundreds of billions of euros in regional development funds - although the budget offers some limited funds for nuclear research and decommissioning of old reactors.

The RAIN scale: A good intention that falls short

Radiation protection specialists agree that clear communication of radiation risks remains a vexing challenge that cannot be solved solely by finding new ways to convey technical information.

Earlier this year, an article in _Nuclear News_ described a new radiation risk communication tool, known as the Radiation Index, or, RAIN ("Let it RAIN: A new approach to radiation communication," _NN_, Jan. 2025, p. 36). The authors of the article created the RAIN scale to improve radiation risk communication to the general public who are not well-versed in important aspects of radiation exposures, including radiation dose quantities, units, and values; associated health consequences; and the benefits derived from radiation exposures.

Still cloudy

Jong H. Kim, Gyuseong Cho, Kun-Woo Cho, Tae Soon Park, and Keon W. Kang, the RAIN scale creators, modeled their tool off other similar logarithmic scales, such as the International Nuclear and Radiological Event Scale (INES) and the Richter scale for earthquake magnitude characterization.

Unfortunately, logarithmic scales are not readily interpretable by the public. The RAIN scale the authors provided in their article (fig. 1) includes terminology and representations that are prone to public misinterpretation. In the first column, for example, "dose" is not sufficiently explained for the general public. Possible dose quantities include point absorbed dose, point equivalent dose, point dose equivalent, organ equivalent dose, organ dose equivalent, effective dose, and effective dose equivalent.

Furthermore, the unit sievert, used throughout the scale, is not familiar to the public and is defined only for stochastic effects. Organ doses weighted by relative biological effectiveness (RBE), known as the RBE-weighted dose in units of gray-equivalent, should be used to contextualize radiation exposures for tissue reactions (deterministic effects). The scale does not communicate the large variations observed in individual health effects with "dose," including cancer risk variation (which is impacted by factors such as age and biological sex) and tissue reactions (such as skin erythema and gastrointestinal syndrome).

Finally, to be meaningful to the public, comparisons should be stated in terms of "familiar risks" with similar likelihoods, consequences, and benefits. The RAIN scale instead takes the typical approach of dose comparisons, which in effect compares unfamiliar risks to unfamiliar risks. This tactic is already used by other visual tools, such as the Department of Energy Office of Environment, Health, Safety, and Security (DOE-EHSS) Ionizing Radiation Dose Ranges chart (fig. 2) and the radiation dose chart created by engineer and artist Randall Munroe for his webcomic _xkcd_ (fig. 3).

Breaking down the scale

There are several more specific issues with the RAIN scale. In the following discussion, it is assumed that the exposure to be understood using the RAIN scale is a whole-body uniform photon exposure unless otherwise specified, since each dose quantity essentially has the same numerical value for these conditions (e.g., 1 mGy = 1 mGy-Eq = 1 mSv).

Serene (D < 2.4 mSv). All "serene" exposures are stated to have no health effect, implying that the threshold for any health effect is at least 2.4 mSv. It is true that there are no known tissue reactions that occur at these dose levels. However, as stated in the American Nuclear Society's Position Statement #41, _Risks of Exposure to Low-Level Ionizing Radiation_, the true biological relationship between dose and risk of stochastic effects is not well characterized below about 100 mSv, so it is possible that there is some risk—however small—associated with these exposures. The smallest dose presented, 0.1 μSv, is so small as to be essentially meaningless. The banana/cup of coffee comparison has no meaningful relationship with other types of radiation exposures and trivializes the concerns of the public. Breeze (2.4 mSv < D < 100 mSv). All "breeze" exposures also are stated to have no health effect, implying that the threshold for any health effect is at least 100 mSv. This is misleading for the same reasons stated above for "serene" exposures, although this statement is even more dubious. There is increasing evidence that the true biological relationship between dose and risk of stochastic effects can at least be approximated as linear down to chronic doses of tens of millisieverts. Additionally, it is at least plausible that a population subject to the world-average natural background exposure could develop cancers that would not be present in a population that is exposed to a much lower background dose. Radon decay products, which almost exclusively dose the lung, account for more than half of the natural background exposure. The lung was assigned a tissue weighting factor of 0.12 by the ICRP (see _The 2007 Recommendations of the International Commission on Radiological Protection_, ICRP pub. 103). Therefore, the exposed population would be subject to a chronic lung equivalent dose of 10 mSv.

Vigilance (100 mSv < D < 500 mSv). A dose of 100 mSv is explicitly listed as a "threshold for long-term effect." Virtually all international and national bodies that make radiation protection recommendations advocate for a nonthreshold model for radiation-associated cancer. Paradoxically, the authors have arbitrarily defined a 0.5 percent increase in cancer (mortality) as a "threshold" for stochastic effects, even though smaller increases in cancer mortality risk are possible. This appears to confuse the commonly referenced (and now outdated) threshold of 100 mSv for statistical significance with the rule of thumb of a 5 percent increase in cancer mortality per sievert for general population chronic radiation exposure. Alarm (500 mSv < D < 3 Sv). The name of this range implies that it is the worst case, even though it is not the most severe "zone" in the RAIN scale. It is not clear what is meant by "subjective symptoms" occurring at the 500 mSv dose level. Furthermore, the threshold for "blood cell change" was previously stated as occurring at 250 mSv, but here a "decrease of blood cells" is referenced. The authors claim a cataract threshold of 1 Sv, even though the most recent ICRP recommendations give 0.5 Gy-Eq as the threshold, with possible thresholds ranging from 0 to 0.8 Gy-Eq. Serious (D > 3 Sv)*. The probability of death must be stated in terms of the amount of time between exposure and death (commonly 30 days or 60 days for humans) and whether medical intervention is provided. The lethal dose for 50 percent of the population within 30 days (LD 50/30) is often placed at 4 to 5 Sv or 3.2 to 4.5 Gy. The comparison of 50 Sv with a 50 Gy tumor dose is not meaningful, since cancer radiotherapies are targeted to specific treatment volumes while delivering doses many times smaller to normal tissues. Additionally, the inclusion of a dose of 10,000 Sv lacks biological relevance, as no human has survived exposures resulting in an effective dose approximately 1,000 times smaller than this value.

A recommended path forward

Simply inventing a formula for logarithmic, unitless comparisons is not a panacea for communicating radiation risks with the public. As such, the RAIN scale is not an improvement to existing comparison tools.

The field of radiation protection must move to using tools that help communicate the unfamiliar risks associated with ionizing radiation exposure with those that are familiar to the public in terms of probability, consequences, and benefit. Furthermore, it is crucial that risk communicators avoid stating in conclusive terms that there is no health effect at a given exposure level when one may be present.

Radiation risk communication requires extensive bidirectional conversations to understand public perception and concerns, establish trust, and find ways to properly contextualize risks. The only way forward is to dig in and start having these hard conversations.
